At the meeting, Dr. Arye Vanger,  Adam Teva V\u2019Din\u2019s head of science, presented the core principles for success in integrating energy efficiency into Israel&#8217;s energy mix.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Real Energy Savings, Not Just Efficiency<\/strong>: Achieving actual reductions in energy use rather than mere improvements in appliance performance.<\/li>\n\n\n\n<li><strong>Initiative Projects at the Source<\/strong>: Implementing models such as the Nega-watt approach, where every kilowatt-hour saved is energy never produced.<\/li>\n\n\n\n<li><strong>Budgeting Through Tariff Regulations<\/strong>: Leveraging the Electricity Authority to incorporate energy efficiency projects into national budgets.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\">A timeline of change<\/h2>\n\n\n\n<p>Israel&#8217;s Energy Resources Act of 1989 mandated that by June 2011 the government must produce a national energy efficiency program with annual progress reports and incentives for publicly funded institutions. No program was created until 2016, when Adam Teva V&#8217;Din\u2019s High Court petition forced the issue. In 2017 our recommendations, <strong><a href=\"https:\/\/adamteva.org.il\/en\/news_and_updates\/advancing-energy-efficiency-israels-strategic-path-to-a-sustainable-future\/\">emphasizing a \u2018Negawatts\u2019 approach<\/a><\/strong>, stirred the Ministry of Energy to begin designing a long-term energy efficiency program. The discovery of Israel\u2019s offshore gas reserves, however, made energy efficiency a low priority for the government, until now.Energy Efficiency First<\/p>\n\n\n\n<p>As a relentless advocate for energy efficiency, Dr. Vanger reminds us that, \u201cEnergy Efficiency First is more than a slogan; it\u2019s a strategic imperative.\u201d His initiative, combined with Adam Teva V\u2019Din\u2019s series of legal actions, has spurred the Ministry of Energy into close cooperation with diverse stakeholders.
