Tkuma – תְּקוּמָה – Revival or restoration
The government is in the process of crafting a comprehensive five-year strategic plan aimed at rejuvenating the beleaguered communities of Otef Aza (the Gaza Perimeter Communities) situated in the Western Negev – kibbutzim, moshavim, local industries and agriculture, including the border town of Sderot – after the war that began on October 7.
This monumental effort directly impacts the lives of approximately 75,000 residents of the enclave’s kibbutzim, moshavim, local industries, agriculture, including the border town of Sderot.
Adam Teva V’Din is aligned with the newly formed Tkuma Directorate, which has been tasked with overseeing and advancing this ambitious program.
Our common goal is to rebuild in a manner that reinstates the residents’ confidence in their nation’s ability to ensure safety, sustain local businesses and livelihoods, and preserve the region’s vital agricultural sector—the backbone of the nation’s food supply.

This endeavor stands as a paramount national initiative.
Adam Teva V’Din, serving as the National Environmental Watchdog, is set to collaborate with Tkuma to prioritize environmentally-sound practices in the reconstruction process.
We bring to the table our 30 years’ experience in environmental protection and policy-making. We’ll call out if and when we see inappropriate strategies on the table, and we’ll stand up for the rights of the Negev communities for a say in how their home is rebuilt.
We will work for overall quality of life, call for new economic measures to safeguard a prosperous local economy, and demand that climate resilience is seamlessly integrated into all planning and development initiatives.
